On : 12.2.3 version, Budgeting & Forecasting
Unable to baseline a budget with budgetary control enabled
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter project budget.
2. Select Submit and then Baseline.
3. Status of the budget is set to In Progress until background process completes.
4. Then Status is changed to Rejected.
