R12: No Planning Resources Available In LOV When Current NLS Language Is Not English

Symptoms
When trying to add/assign planning resources through the Resource tab of a Project, the English NLS version of the instance shows there are resources, but the non English NLS version shows no resources in LOV.
Example of steps if in Workplan:
- Open the Project
- Click on WorkplanTab
- Select Update Tasks
- For a task click on Edit
- Click on Resources sub tab
- Add Assignments
In the List of values it shows blank
