Object's Tree Smart Links Are Not Working

Symptoms
Smart link icon is not working, does not show the SmartLinks menu
EXPECTED BEHAVIOR

Smart link should show the SmartLinks menu
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
(1) Log into OTM
(2) Go to Shipment Management --> Shipment Management --> Buy Shipment --> Search (any record)
(3) Choose any record in Buy Shipment and click on the '+' icon on the left hand side of the ID column
(4) Click on + on the Order Releases folder which will show the related Order Release record, 'Smart Link' (inverted triangle) icon, action icon and delete tray
(5) Click on the smart link icon (inverted orange triangle) --> Nothing pops up
