Action History and Notes From Preparer Not Available in PO Approval Notification (Doc ID 1996011.1)

Symptoms

On : 12.1.3 version

Some Purchase Order (PO) Approval notifications are missing the Action History section in the notification body. 

In comparing the various notification message names it is found that notifications of PO_PO_APPROVE_PDF do display the Action History but PO_PO_APPROVE_PDF_OAF do not.

EXPECTED BEHAVIOR

It is expected the PO_PO_APPROVE_PDF_OAF notification would display the Action History.
