Agent Action 'Order Release - Mod - Propogate Changes' Not Working

Symptoms
An Order Release type agent is defined with Order Release - Mod - Propagate Changes action configured. An Order Release with 2 Ship Units is created and planned onto a Shipment
Transport ship unit count is updated to '0' for one ship unit. When checked on shipment equipment, it is found that only one shipment ship unit is present because ship unit count was set to 0 on Order ship unit.Now the ship unit count of other ship unit(which is non zero) is modified. This time after propagation its observed that two shipment ship units are present on shipment equipment. Expectation is that now there should be only one shipment ship unit with the updated count.
