Ship Unit RePack Not Reducing Ship Units and Therefore Cost

Symptoms
A single Order Release is created that has two (identical) Ship Units. A Rate Record is created that is a cost based on number of ship units. When this order is planned onto a shipment, it is expected that the PERFORM SHIP UNIT REPACK parameter setting be used to consolidate the ship units into a single ship unit. This would result in less cost, as the rate is ship unit based.
