WebADI Includes Double Quotes Around Quoted Data After Loading csv Format File

Goal
Created a Custom WebADI integrator and when defining the content, select the "Web ADI: Download "Text File" Parameters" as the parameter list.
When uploading from a CSV file, one can specify the delimiter (comma). When the data loads into the upload sheet, it includes the " text delimiters, for example "field1","field2" loads into the cells as "field1" and "field2".
How to get WebADI to treat the text delimiters correctly (ie not import the "" into the spreadsheet cells)?
