Inventory SuperUser-Master Item – "Item Subinventory" Is Grayed-out For Staus: "ACT NO INV" (Doc ID 2001316.1)

Symptoms

Navigation: > Inventory Super User > Item > Master Item > Item: 0X XXXX* > Ctrl-F11 (For Item Status: ‘ACT NO INV’
Toolbar: Tools > Item Subinventory

Unable to add Subinventory because "Item Subinventory" option under Tools menu is grayed-out.

Navigation: > Inventory Super User > Item > Master Item > Item: 0X XXXX* > Ctrl-F11 (For Item Status: ‘ACT NO INV’
Toolbar: Tools > Item Subinventory

Description:
I have a new item with a status of Active No Inventory (ACT NO INV).
In production (R12.0.6), I can assign it to a sub inventory
In DEV (R12.2.4)
