Mrp_calculate_atp_flag is Not Consistently Set On New Items (Doc ID 2001381.1)

Symptoms

When creating new items, the mrp_calculate_atp_flag is NULL for many of them.  This causes the assign item to org API to fail when calling it externally.  This field should be defaulted to N for new items.
