When trying to run RTI FPS Run Reconciliation Report concurrent program there are some RTI - Full Payment Submission Process (FPS) requests that are missing from the list of values for Archive Request ID parameter.

The issue can be reproduced at will with the following steps:

1. Under UK HRMS Manager Responsibility or equivalent.

2. Navigate to Processes and Reports > Submit Processes and Reports > Single Request > Choose 'RTI FPS Run Reconciliation Report' concurrent program.

3. Open Parameters > Observe that some RTI - Full Payment Submission Process (FPS) requests are missing from the list of values for Archive Request ID parameter.
