Rapid Clone On Windows 2012 R2 Fails On: RC-20011: Fatal: Failed To Retrieve OS Name (Doc ID 2002086.1)

On Oracle Applications 12.1.3 version, Rapidclone,
when attempting to run Rapid Clone on Windows 2012 R2,, the Applications tier fails shortly after started with the following error:

RC-20011: Fatal: Failed to retrieve OS name. The following OS string returned from System.getProperty("") is unknown: Windows Server 2012 R2
Can't open Exception in thread "main" java.lang.ExceptionInInitializerError:
Invalid argument


The issue can be reproduced at will with the following steps:
