Use API to Create Quote In An Operating Unit Other Than Default Operating Unit (Doc ID 2004059.1)

Goal

OE_ORDER_PUB throwing error when MOAC is enabled
the following error occurs.

oe_order_pub api msg_index 1 msg_data Validation failed for the field - Bill To
oe_order_pub api msg_index 2 msg_data Validation failed for the field - Order Type


When you create a Quote under org_id = XX and set the MO: Default Operating Unit to the same org_id it works. But when the MO: Default Operating Unit is set to org_id = XX, and quote is created for org_id=XXX, then it is erroring with ONT OE_INVALID_ATTRIBUTE N ATTRIBUTE Bill To errors.

The same quote can be manually created on sales order form, only process order API errors out.
