Symptoms
User is unable to publish workplan and receives error. Republish does not work. Error is:
1. An error occurred during publication. Please re-publish the workplan by clicking the button Republish on Maintain Versions page.
2. View Concurrent Process - Select to view the status of the process

This request finished with an error and produces the following completion message. There is a budget for this task.
