After applying various patches - Critical patches, latest RPC's and application patches to R12.1.3 environment and also upgrading database from 11.2.0.3 to 12.1.0.2 the OXTA no longer starts.
Symptoms
In a test 12.1.3 environment the OXTA does not start and no errors occur.
Changes
Applied various patches: Critical patches, latest RPC's and application patches to R12.1.3 environment.
Upgraded database from 11.2.0.3 to 12.1.0.2.
