R12: AP/FND: Users Are Not Able to Download Oracle Applications Diagnostic Reports

Users Are Not Able to Download Oracle Applications Diagnostic Reports
Symptoms
After generating diagnostic report, users are able to view the report but not able to download report.
This issue happens specifically for the following diagnostics reports:
1. Application: Payables --> Invoice --> Invoice Data
2. Application: Payables --> System Snapshot --> RDA
The issue can be reproduced using the below steps:
1. Navigate to Applications Diagnostics Responsibility
2. Select Application --> Payables --> Invoice --> Invoice Data
3. View the diagnostic report.
4. Click Download Report
5. Select Application --> Payables --> System Snapshot --> RDA
6. View the diagnostic report.
7. Click Download Report
