Symptoms

After running: $FND_TOP/bin/txkrun.pl -script=SetSSOReg -registeroid=yes –provisiontype=4, it is seen that the provisiontype=4 is being stored in FND_USER_PREFERNCES as provisiontype=1 and need it to be set to provisiontype=4.  

This can be re-produced with the following steps:
1. Run the FND_TOP/bin/txkrun.pl -script=SetSSOReg -registeroid=yes –provisiontype=4.
2. It is found this piece of functionality needs to be working to ensure proper user provisioning.

Changes

The OID version is Oracle Identity Management (OID) 11g 11.1.1.7.6
