Costing Hook CSTACHKB.pls Is Not Geeting Called For an Expense Subinventories (Doc ID 2007439.1)

Goal

The Costing hook CSTACHKB.pls is not getting called for 2 Expense Subinventories
Here CHIL_RCVR, COS & GOS are similar setup (All Sub Inventories have DFF Value Repair Actual $ Sub Inventory value is ‘No’).

When checking the logs , The only difference we see between in the setups of GOS and other sub-inventories where it is getting costed is that
For other sub-inventories , the CITW (Common Issue to WIP) flag is passed as 0. So, the costing manager calls the actual_cost_hook function to apply the cost.

EXPECTED BEHAVIOR

Expect for COS/GOS Sub Inventories the custom extension is to populate Zero Cost

1. Create a custom code in costing hook CSTACHKB.pls to populate the transaction cost as Zero if we do any WIP issue transaction from Expense SUB Inventory based on the DFF Value Repair Actual $ Sub Inventory value is ‘No’.
2. Do WIP Issue from CHIL_RCVR our extension is working and transaction cost is populating ZERO as per expectation
3. Do WIP Issue from COS/GOS Sub Inventories our extension is not working as it is not populating Zero Cost and it is applying Zero Cost.
