Cannot Update Lot Status For Some Items In the Lots Form INVTDILT (Doc ID 2007484.1)

We are unable to update the Item/Lot status on some items within the same lot. Some of the items within the lot are Status Updateable while others the Status field is grayed out.

Is this a setup issue, a data issue, a bug, or expected functionality?
