When attempting to apply for a job as a candidate, the following error occurs:

The system cannot find the program unit being called. This could be because the application API pre-processor has not been run. Contact your system administrator quoting the following details: Error ORA-06508 in API module create_irc_asg_status at hook Before Process.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to IrcVisitor.jsp page.
2. Log in as external candidate.
3. Search for a job.
4. Click Apply Now icon.
5. Press Next button.
6. Get error message.
