Symptoms

On OTM instance, Scalability Overview Servlet don't work, the web page is blank. Bellow error message is in weblogic.log

 Steps:

1. Login in OTM with DBA.ADMIN.

2. Go to "Configuration and Administration - Cluster Management - Scalability Overview"
