Xml Publisher Generates Error During Output Post Processing of Excel Output

Symptoms
After a database upgrade, XML Publisher generates an error during Output Post Processing of Excel output.
The Output Post Processor logfile shows the following error:
"[mm/dd/yy h:mm:ss AM] [UNEXPECTED] [1780000:RT9873] javax.net.ssl.SSLException: java.lang.ArrayIndexOutOfBoundsException: Array index out of range: n"
Review of the instance setup confirms SSL is not configured.
