PO Lock Issue: PO_ALL_CANNOT_RESERVE_RECORD (Doc ID 2011121.1)

Symptoms

On : 12.1.3 version, Purchase Order

When attempting to open the PO line
the following error occurs.

ERROR
-----------------------
This record cannot be reserved for update. It has already been reserved by another user


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create SPO> Approve
2. Query this PO in purchase order summary > Lines, go to toolbar: tools > control>cancel PO line, click cancel
3. The purchase order summary/purchase order lines form remains open, click Open button again
4. Error: This record cannot be reserved for update. It has already been reserved by another user.
