Item Template Is Not Getting Applied When Running 'Import Item' Program (Doc ID 2011736.1)

Goal

When creating items via Item Import (INCOIN) from Template, even specifying the Template Name on MTL_SYSTEM_ITEMS_INTERFACE does not work.
How can this be solved?
