Symptoms

Adadmin: Maintain multi-lingual tables gets stuck at ENGNLINS.sql

Per <Note 252422.1>, before generating a manifest for a Translation Synchronization Patch, maintain multilingual tables task from adadmin takes forever at ENGNLINS.sql where the worker does not finish even after 8+ hours. There are no database locks and gathering fresh stats doesn't help either.

STEPS

The issue can be reproduced at will with the following steps:
1. Run Maintain Multilingual Tables from adadmin
2. Process gets stuck on file ENGNLINS.sql
