Servprov User Cannot Decline Tender

Symptoms
When attempting to perform action>decline tender action,when logged in as a servprov user,the following error occurs.
ERROR

It is observed that same shipment from any other role can decline the same shipment.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Shipment is built and action >secure resources is performed
2. Log in as a Servprov user and select the tendered shipment and click action>decline tender
