When attempting to plan an order with different temperature controlled commodities into a single equipment that has temperature controlled compartments that match the requirments of the commodities, the Bulk Plan Fails

The issue can be reproduced at will with the following steps:

1. Create an order with three ship units (SU). One SU can transport at Room Temperature, the second requires refrigeration and the third requires freezer.
2. Create Equipment Group with separate compartments that handle room temp, refrigeration and frozen and do not overlap.
3. Bulk Plan order and see that it fails.
