Symptoms
On : 12.1.3 version, Batches
When attempting to complete a batch or batch step,
the following error occurs.

Process quantities of RESOURCE_NAME fall below the minimum capacity
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to OPM All Responsibility
2. Go to Batch -- Batch Details
3. Create a batch and go to batch step and try to save
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot close period as the batches are in WIP status.
