Symptoms

On : 12.1.3 version, Setup

ACTUAL BEHAVIOR
---------------
Despite the <patch:18459346>:R12.PJT.B and <patch:16296375>:R12.PJF.B have been applied, the project link deletion has severe performance issue, creating around 90GB of UNDO tablespace and forcing the users to abandon sessions

EXPECTED BEHAVIOR

This action should be performed without performance issue

Project > Financial > Task - General tab- link projects

The performance went Abruptly bad
