UPK: Knowledge Center Login Displays A System Configuration Error and UPK Is In A Disconnected State

Accessing Knowledge Center results in the following error message: "System configuration error"
The issue can be reproduced with the following steps:
1: Attempt to log into KCenter
2. Launch UPK Developer and the following error message maybe seen: "An unsecured or incorrectly secured fault was received from the other party. This error may be caused if the client and server system times are more than 5 minutes apart, excluding time zone differences. Check the clock settings on both the client and server."
