Cannot open a Territory, receive JBO-26022 error.

Steps to Reproduce
- Responsibility: Oracle Territory Management
- Navigation: Territory Administration > Territories
- Select operating unit > usage
- Click GO
- Open a Territory
- Receive error
Changes
Could not create Territories via the API JTF_TERRITORY_PUB and applied the following patches to resolve that issue:
- patch:18497539. File jtfvterb.pls version 120.3.12000000.8.
- patch:10331722. File jtfpterb.pls version 120.0.12010000.5.
