PA: Project Status Does Not Allow Creation of New Transactions Error (Doc ID 2019433.1)

User was attempting to resubmit an update to an OTL timecard for the previous week's timecard and received an error that stated:

User has not had an issue charging this project number in the past or for any other employees.

Deleting the record/line and re-entering the correct time did not error. User was able to submit the timecard.

There are other multiple projects and users that this is happening to and would like the root cause of the issue.
