Symptoms

Users receive the following error when the Resource tab is selected:

You do not have security to access this page. Please contact your system administrator.

Username: XXX, Responsibility: Project Super User, SessionId: <SESSION ID>,
Resource: <RESOURCE NAME>, Privilege: PA_RES_POOL_UTIL_VW

Both profile options PA: Cross Project Update and View are set to YES.
