Cannot Submit A Report That Opens The Report Parameters Form Without Getting A FRM-92101 Error (Doc ID 2020602.1)

When attempting to run the Credit Exposure Report, the following error occurs.

FRM-92101: There was a failure in the Forms Server during startup. This could happen due to invalid configuration. Please look into the web-server log file for details.

Java Exception: Forms session aborted: unable to communicate with runtime process.

The issue can be reproduced at will with the following steps:
1. Via the Order Management Super User Responsibility.
2. Navigate: Reports, Requests > Run Reports

Error on this report is re-producible at will, error is only thrown when calling this report (so far).

The issue has the following business impact:
Due to this issue, users cannot run the Credit Exposure Report.
