Hrglobal.drv Fails to Load User Table and User Column Data "ORA-20001: The mandatory argument OBJECT_VERSION_NUMBER value cannot be null" (Doc ID 2023166.1)

Symptoms

When loading data into PAY_USER_TABLES or PAY_USER_COLUMNS during the hrglobal, the following error occurs.   

Error Example(ldt file, version, table name, column name, and directories will differ):

Uploading from the data file /XXXX/apps/apps_st/appl/per/12.0.0/patch/115/import/US/loc_us/peususrtblsftd.ldt
Altering database NLS_LANGUAGE environment to AMERICAN
Dumping from LCT/LDT files (/XXXX/apps/apps_st/appl/pay/12.0.0/patch/115/import/pyusertable.lct(120.2.12010000.8), /XXXX/apps/apps_st/appl/per/12.0.0/patch/115/import/US/loc_us/peususrtblsftd.ldt) to staging tables
Dumping LCT file /XXXX/apps/apps_st/appl/pay/12.0.0/patch/115/pyusertable.lct(120.2.12010000.8) into FND_SEED_STAGE_CONFIG
Dumping LDT file /XXXX/apps/apps_st/appl/per/12.0.0/patch/115/import/US/peususrtblsftd.ldt into FND_SEED_STAGE_ENTITY
Dumped the batch (PAY_USER_TABLES <USER_TABLE_NAME>, PAY_USER_COLUMNS <USER_COLUMN_NAME> ) into FND_SEED_STAGE_ENTITY
Uploading from staging tables
 Error loading seed data for PAY_USER_TABLES: B_USER_TABLE_NAME = <USER_TABLE_NAME>, B_LEGISLATION_CODE = <LEGISLATION_CODE>, ORA-20001: The mandatory argument OBJECT_VERSION_NUMBER value cannot be null

Cause: The mandatory argument OBJECT_VERSION_NUMBER has either not been specified or has been explicitly set to null in the API pay_put_shd.lck .

Action: Either specify a value for the OBJECT_VERSION_NUMBER argument which is not null or contact your local support representative.

Error can occur on any ldt file that contains data to load user table/user column information. (e.g. peususrtblsftd.ldt, peususrtblwgrt.ldt, peususrtblwksh.ldt)


Steps to Reproduce:

The issue can be reproduced at will with the following steps:

1.  Apply hrglobal.drv

2.  adworker job fails to load ldt file
