Symptoms
A specific Servprov & Equipment Group is setup on an Order Release as a constraint. When this Order Release is being planned to a Shipment, it is observed that these constraints are not being respected during the planning process (if the Itinerary leg is a ground schedule leg with an incompatible Servprov or Equipment shipment.)
Steps to Reproduce

01. Plan a Order Release with specific Servprov & Equipment Group is setup on an Order Release as a constraint
02. Shipment built does not honour the constraints
