Symptoms

On release 12.1.3:

For some internal sales orders the Int Order Intr Ship transactions are stuck in the Inventory Transactions Interface (table MTL_TRANSACTIONS_INTERFACE) with the following error:

The issue only happened for some internal sales orders and cannot be reproduced at will.
