Symptoms
When having parameter LOAD CONFIG IGNORE MAX TOP WEIGHT CONSTRAINT = FALSE in container optimization orders are failing to plan
It is expected when having LOAD CONFIG IGNORE MAX TOP WEIGHT CONSTRAINT = FALSE in container optimization orders to plan.
The issue can be reproduced at will with the following steps:
1. Create an order release
2. Try to plan it with parameter having Load configuration turned on and LOAD CONFIG IGNORE MAX TOP WEIGHT CONSTRAINT = FALSE
3. Notice that it fails
