Error APP-FND-01564: ORACLE Error 1480 In CREDEFCLD When Adding Value Into Independant Value Set.

Symptoms
When entering a value > 60 characters into the independent valueset, which is linked to a dependent valueset, the following error occurs:
Getting APP-FND-01564: ORACLE error 1480 in CREDEFCLD while adding values in value set.

Cause: CREDEFCLD failed due to ORA-01480: trailing null missing from STR bind value.
The SQL statement being executed at the time of the error was: INSERT /* $Header: fdfvsu.lc 120.8.12010000.4 2009/09/17 18:19:04 tebarnes ship $ */ INTO FND_FLEX_VALUES (FLEX_VALUE_SET_ID, PARENT_FLEX_VALUE_LOW, FLEX_VALUE_ID, FLEX_VALUE, SUMMARY_FLAG, FLEX_VALUE, SUMMARY_FLAG, ENABLED_FLAG, COMPILED_VALUE_ATTRIBUTES, LAST_UPDATE_DATE, LAST_UPDATED_BY, CREATION_DATE, CREATED_BY)VALUES(:value_set_id, :parent_value, :value_id, :dependant_default_value, :summary_flag, 'Y', :compvtv, SYSDATE, :user_id, SYSDATE, :user_id) and was executed from the file &ERRFILE.
