How to Remove the 'Delete Reporting Data' Option on the Financial Tab's Maintain Versions Page

Unable to disable the 'Delete Reporting Data' option in the drop down menu for baselined financial plans in the Financial tab. On the Workplan, a personalization can remove this function, but a similar setup does not exist on the financial plan. The lookup_code DEL_BV_REP was added to the lookup_type FIN_PLAN_BASELINED_ACTIONS to add this option to the list of values (LOV), but the lookup cannot be disabled. When trying to disable the option in the Lookup form, the following error is received:
FRM-40200: Field is protected against update.
We need the ability to disable this option and then have the page recognize only enabled options.
