R12: PARGDR: Revenue generation not honoring agreement information entered on the revenue event

PRC: Generate Draft Revenue for a Single Project
Symptoms
On Release 12.2.x:
1. Create a Contract Project. Say Project# 1111
2. Create funding to that project through 2 different agreements:
Agreement A1 for $30,000
Agreement A2 for $70,000
3. Run PRC: Generate Draft Revenue for this project.
This created 2 automatic revenue events with agreements stamped on it:
Event E1 - $30,000 (with agreement A1 stamped)
Event E2 - $20,000 (with agreement A2 stamped)
This is fine.
The issue is that there is only 1 revenue header generated with agreement A2 stamped on it.
This revenue has 2 revenue lines, one pointing to agreement A1 and another pointing to agreement A2.
This is wrong.
The expectation would be that since there are 2 automatic events pertaining to 2 different agreements (per the fix in Bug 18828683)
revenue generation should honor the agreement information and create 2 draft revenues, one per agreement.
