OTM does not Stack Product During Bulk Plan

Symptoms
When bulk planning two items, one stackable, one non-stackable, OTM does not stack any items. If just the stackable item is planned, the product is stacked properly.
The issue can be reproduced at will with the following steps:
Create an order release 2 Ship Units - one with Stackable item and one non-stackable item
Do a Bulk Plan, and in the shipment, all the items are unstacked, even the stackable items.
