Define Release Rule Form error in Warehouse Field, FRM-41830: List of Values contains no entries (Doc ID 2029719.1)

Symptoms

When attempting to setup a Release Rule the Warehouse field (Inventory tab) has no values to choose.

Click in Warehouse field and get forms message:  

FRM-41830: List of Values contains no entries

The Organizations (Warehouses) have been setup using the Shipping Parameters form.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Shipping > Setup > Picking > Define Release Rules Form
2. Enter data in all tabs
3. In Inventory tab, Click in Warehouse field and get forms message:
  FRM-41830: List of Values contains no entries
