Add button is Not Enabled for Additional Organization Information "State Tax Rules" (Doc ID 2031377.1)

Goal

When trying to add a new state rule in the "Additional Organization Information" form, "Add" button is grayed out and disabled. File > Add New is also disabled in the menu.

(N) Work Structures > Organization > Description
> Search for Organization Classification "GRE / Legal Entity"
> (B) Others
> Select "State Tax Rules"
> "Add" button is disabled.
