R12/CE: Upgrade From R11 To R12.2.4, CE Bank_Branch and CE_BANK_ACCOUNTS, CE_BANK_ACCOUNT_USE Tables Have No Values

After Upgrade from R11 to R12.2.4, some CE tables have no values
SELECT * from CE_BANK_ACCOUNTS; --returns no records
SELECT * from CE_BANK_ACCT_USES_ALL; --returns no records
SELECT * FROM ce_bank_branches_V; --returns no records
During upgrade some scripts failed, including the script that generated the legal entities in R12.
After resolving that issue (now all legal entities are created) we have found that other scripts seems to have failed to populated CE tables with the corresponding bank information.
We need a data fix / action plan to resolve this upgrade issue.
