Unable To Deploy Web Services on 12.2.x Due To Error 'Malformed Admin Url' (Doc ID 2035427.1)

Symptoms

Trying to Deploy a Web Service after a successful generation fails with the following error:

Exception 'oracle.apps.fnd.isg.mgmt.common.error.ISGManagementException: oracle.apps.fnd.isg.mgmt.common.error.ISGManagementException: oracle.apps.fnd.isg.mgmt.common.error.ISGManagementException: Error encountered in remote method.oracle.apps.fnd.isg.common.error.ISGException : Unable to finish the deploy task java.lang.IllegalArgumentException : Malformed Admin Url - http://[<DOMAIN>]:<PORT>' occurred when attempting to perform 'DEPLOY'. Please view Log/Error details for more information

NOTE: The error could also be seen in ISGFunctionalDiagnosticsReport.xml produced by running the design time diagnostic test script:

"ant -f $JAVA_TOP/oracle/apps/fnd/isg/ant/isgDesigner.xml DiagnoseISGFunctionality"

 Steps:
1. Log into the Weblogic Admin Server Console.
2. Expand "Environment".
3. Click on Servers.
4.On the right hand side -> there should a table with a summary of servers.
5. One of the columns on that table is 'Listen Address'.
6. If all is well, there 'Listen Address' should contain the hostname.domain/ip address for each of the servers and the 'Health' must show as 'OK'.
7. If the Listen Address is null then click on the 'Name' of the Server.  There would be a 'Listen Address:' on the list of parameters listed  under Configuration -> General.
8. Type in the name of the host including domain e.g. server1.oracle.com.
9. Save.  If one finds that one is unable to type because the field is grayed out, then first 'Lock & Edit' on the top left hand side of screen under the 'Change Center' section.
10. In the Admin Console, bounce every managed Server that was edited for the 'Listen Address'.
