Symptoms
Problem Statement:
When attempting to apply the NLS patch that contains HXTDETRPT.xlf, worker job fails with the following error.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Apply the NLS patch that contains HXTDETRPT.xlf (e.g. HR_PF.B RUP8 - Patch:20000288).
- Worker job failed loading HXTDETRPT.xlf.
