How To Address "Post Send Operations Failed" Errors When Sending Emails (Doc ID 2035935.1)

Goal

What are the specific actions required to address the following intermittent error message when sending emails:

"The message was successfully sent to the customer, however one of the post send operations failed.  Please notify the System Administrator.
When all Oracle eMail Server processes are running, please re-select the original message to finish this interaction."
