Rate Inquiry Query Does Not Filter by Rate Group

Symptoms
The Rate Inquiry Screen does not filter by Rate Group although it is an option on the Rate Inquiry.
The issue can be reproduced at will with the following steps:
1. Add Rate Group to rates
2. Perform a Rate Inquiry to pull rates that correspond to that Rate Group
3. Observe ALL rates in the system are retrieved on the Rate Inquiry screen.
