Multistop Itinerary Radius Check Does Not Consider Same Source Location Scenario

Symptoms
When the distance between pick up locations is 0 as there is the same source for both of the destinations, the multistop sequencing is failing by considering a certain radius, instead of the value which is defined for the Max radius for pickup.
The issue can be reproduced at will with the following steps:
1. Navigate to Order Management -> Order Release -> Order Release
2. Go to Actions -> Operational Planning -> Create Buy Shipment -> Bulk Plan - Buy
This creates two shipments. Expectations is that it creates a single multistop shipment. If the "Max Radius Between Pickups" on the itinerary is removed, then a multistop shipment is created fine. This setting is not expected to affect this scenario as there is only a single pickup.
