Unable to create new standar suppliers

On saving, the message appears:

This record in table HZ_PARTIES cannot be locked as it has been updated by another user.

Steps to reproduce:

Log into Oracle Applications using a Payables responsibility
Open the Suppliers OAF Page
(N) Suppliers > Entry
Click on [Create Supplier]
Select "Supplier Type" = "Standard supplier
Enter the new "Organization Name"
and Click on [Apply]
Enter the mandatory data for a new supplier
Click on [Save]
You get the error.
